 Brussels Talks, Africa Waits: The Unbalanced Promise of the EU-AU Partnership

While the 3rd EU-AU Ministerial Meeting wrapped up in Brussels with diplomatic optimism and reaffirmed commitments, the reality of the partnership raises concerns. After more than two decades of collaboration, progress remains far from expectations.

A Partnership Still Marked by Asymmetry

Since the early 2000s, the European Union and African Union have maintained a formalized partnership. However, power imbalances remain glaring. Aid Conditionalities Undermining Ownership

Development aid remains a sensitive issue. As the continent’s main donor, the EU often ties its support to specific conditions migration control, infrastructure built by European firms, and restrictive fiscal frameworks. Instead of fostering true autonomy, this cooperation sometimes sustains a cycle of dependence.

Trade: Africa Still on the Short End

In trade relations, Africa continues to export raw materials and import high-value finished goods. Promises to support local industrialization, technology transfer, and value chain upgrades have largely gone unfulfilled. The Economic Partnership Agreements (EPAs) are frequently criticized for hindering endogenous African development.

Security: European Priorities Take Precedence

In peace and security, while the EU provides support for African-led operations in the Sahel and the Horn of Africa, such aid is often dictated by Europe’s migration agenda. Military assistance tends to be selective and insufficiently tailored to African realities, favoring short-term containment over long-term stability.

Big Promises, Limited Delivery

Institutional fatigue is setting in. Grand strategies for green and digital transitions struggle with underfunding and bureaucratic inertia. Many of the headline commitments remain stalled at the planning phase. Without stronger financial backing and streamlined processes, Africa is left navigating slogans instead of solid solutions.

Citizens Left Out of the Conversation

Above all, African citizens especially youth, civil society actors, and rural communities remain excluded from the partnership’s core discussions. The EU-AU dialogue remains an elite exercise, far removed from daily realities. For many, it is seen as just another summit well-produced, but lacking substance.

Unless transparency, reciprocity, and local ownership are put at the heart of EU-AU relations, the so-called strategic partnership risks remaining symbolic: polished on the surface, but hollow at its core.
