The Intergovernmental Authority on Development (IGAD) and the European Union (EU) held their Partnership Dialogue on May 28, 2025, in Djibouti. This significant meeting was co-chaired by IGAD’s Executive Secretary, H.E. Dr. Workneh Gebeyehu, and the EU Ambassador to Djibouti and IGAD, H.E. Dr. Denisa-Elena Ionete. The dialogue included representatives from EU Member States, EU officials, and IGAD senior staff and experts.

The discussions addressed various mechanisms, including: responding effectively to humanitarian crises and conflicts, fostering security initiatives that benefit all member states, and the shared duty to promote peace and stability within the Horn of Africa.

On the sidelines of the meeting, IGAD Executive Secretary H.E. Dr. Workneh Gebeyehu held productive conversations with the Belgian Ambassador to Ethiopia, H.E. Dr. Annelies Verstichel, and H.E. Ms. Olivia Leslie of Ireland, representative to IGAD, who has been actively involved in fostering partnerships and cooperation in the region.

The Dialogue underscores the continued partnership between the European Union and IGAD. Key areas of focus included the commitment to peace and security, humanitarian issues, and youth engagement with initiatives aimed at equipping young people with skills and resources to participate in decision-making processes and to create an environment of empowerment.

Cross-border cooperation was also emphasized, highlighting the need for enhanced partnerships, along with structured policy dialogues that contribute to the implementation of the Sustainable Development Goals (SDGs).

As a collective responsibility, both IGAD and the EU share common core values that not only strengthen their partnership but also support critical goals to reach the heights they mutually aspire to achieve.
